As the conflict in Sudan gains ferocity and pace, much of the world is looking the other way. But this is no repeat of a self-contained civil war, and there is an increasing danger of the fighting spilling over into neighboring states ill-equipped to cope with yet more fighting and displacement. Civil society figures say they are crying out for recognition that this is not an inevitable humanitarian crisis, but a full-scale war that needs attention and a political solution.
