The last time Congress formally declared war on another country was in December 1941, after the attack on Pearl Harbor. In the decades since, the United States has entered many wars largely at the discretion of the president. Morning Edition host David Greene talks with Pulitzer Center senior adviser Marvin Kalb, who examines how those decisions are made in his book The Road to War: Presidential Commitments Honored and Betrayed.
