Kansas City has birthed a new political class: the tenant. Brought together by grievances with the housing system, KC Tenants, a union of poor and working-class Missourians, is wrestling power from city government and awakening a movement with national implications. The union's campaign to change policy has disrupted the rental market of Kansas City and antagonized property owners who claim the group is bad for business.
