This cross-border investigation examines how the UAE-based artificial intelligence conglomerate G42, through subsidiaries such as Presight AI and Khazna Data Centres, has entered Egypt’s public digital health infrastructure under the guise of “digital transformation.” Partnering with the Egyptian company Benya, G42 has gained access to national health data systems—often through non-transparent contracts and without clear regulatory oversight.
Drawing on corporate registries, trade shipment data, investment records, and interviews with health-sector insiders, this investigation traces the flow of capital, technology, and influence behind this expansion. It also examines G42’s historical connections to Israeli defense contractor Rafael Advanced Defense Systems, raising questions about dual-use technologies, surveillance potential, and regional data sovereignty.
Set against Egypt’s weak enforcement of its 2020 data protection law, the project highlights the growing risks to citizens’ privacy and national digital autonomy. By combining financial tracing, technical verification, and on-the-ground reporting, this project aims to reveal how the infrastructures of AI power are reshaping governance and accountability in the Arab world.
