Pulitzer Center senior adviser Marvin Kalb talks about his new book "The Road to War" with Washington radio host Kojo Nnamdi.

The last time Congress formally declared war on another country was in December 1941, after the attack on Pearl Harbor. In the decades since, the United States has entered many wars largely at the discretion of the president. Marvin discusses how more recent decisions to go to war were made and what they say about the evolution of executive power in the United States. This is Marvin's 13th book about the presidency and U.S. foreign policy.
