Liberia is still recovering from decades of civil conflict that claimed 200,000 lives and disrupted basic services, not least access to clean water and sanitation. Lack of accountability and a failure by Liberia's government to make good on promised commitments are factors too, as Liberian journalist Tecee Boley documents in a report for PBS NewsHour that was done in collaboration with special correspondent Steve Sapienza and the Pulitzer Center.
