The M23 rebel group of eastern Congo announced on Tuesday (11/5/13) that it is abandoning a 20-month armed insurgency—a rebellion that had displaced hundreds of thousands of people and sparked fears of direct war with neighboring Rwanda. A revitalized UN military force was key to M23's defeat, as was concerted diplomatic pressure on Rwanda and other parties. The Pulitzer Center's Jon Sawyer discusses the latest developments and his reporting from Congo on the UN's role in the protection of civilians.
